We are The Data Guys™, a 16-person data and machine learning engineering firm led by President and Principal Data Engineer Dei’Marlon Scisney. We specialize in building equity-focused, regulatory-grade data systems for public agencies, utilities, and mission-driven organizations. Our work has enabled the equitable distribution of over $400M in infrastructure and funding across Washington State, Analytics with a Conscience. We architected the data infrastructure for Washington’s $200M Community Reinvestment Project, using Azure Data Factory, Smartsheet, and custom schema pipelines to centralize data from 18 grant programs. We deployed real-time KPI dashboards in Power BI, used by regulators, agency leadership, and community partners across six counties, impacting over 30,000 residents. For Seattle Public Utilities’ $127M Green Stormwater Infrastructure Program, we integrated Databricks, AWS, and ArcGIS to process large-scale environmental and demographic datasets, building predictive models that prioritized BIPOC-serving institutions. This led to an 18% increase in water efficiency and $10M in targeted investments. We designed and deployed Seattle’s Digital Equity Survey intake system, processing 50,000+ multilingual responses via AWS Lambda and serverless architecture.
